Would I see the difference between using a Quadro K620 and an MSI 4GB GTX 980 Armour 2 OC

I need a graphics card to put in my new 2011v3 Supermico X10SRA Motherboard.

The processor is a 6 core Intel Xeon E51650 V3 benchmarks 13,595 3.5 Ghz to 3.8 GHz in Turbo mode.
Ram will be Samsung Server ECC Registered Dimms ,run at 2133 Mhz - 32GB ( 2x16GB).

The OS and Photo Applications will reside on the Intel 400GB 750 PCIe SSD. I only keep say 64GB of images on there, [ once the shoot is edited it gets moved to the Samsung 850 Evo SSD ] and Photoshop/Premier Elements/Canon DPP4 programs on this drive.

I was going to put in an MSI Geforce 4GB GTX 980 Armour 2 OC. Nice build quality and OK ish price at £400.
But many people tell me a Quadro K620 would run my new HP 24" IPS UHD MTS 2.0 HDMI 1.4 DP 1.302 4K screen 3840 x 2160 @ 60Hz perfectly fine for Photoshop, Portraiture and Canon DPP4 stils editing. - as this only cost £150 , thats a big saving, and I can always buy something better when video editing becomes a bigger thing for me.

Q1 would I see a big difference in screen response using the K620 (I quite like the reliability element, sort of mirrors the Xeon style of reliability.

I probably will not overclock anything.

Q2. I currently hate, when the healling brush is 15 clicks behind me, drives me nuts! If this were going to happen I Would rather like to know now, and shell out the £400,

Usage:-
Currently mainly Photoshop Elements 13, with Portraiture Plug in and Canon DPP4 - 95% Stills editing. A tiny bit of 1080p video editing. The camera is 50MPS, which generates RAW files up to 160 MB per image ( long days shoot 400 to max 900 images )
Camera can only do,1080p video, would in the future like 4K video but maybe not for a year.
I have done and will do a few promo 5 minute videos, and use Premier Elements 13 to edit the stuff.

If the quadro is optimised for photoshop and premier should I get the K2200 at £400.
Would I see any performance improvement over the K620?

Apologies but I Really dont understand GPUs
All I know is my laptop has an onboard Nvidia GeForce GT 540M GPU with 4Gb ram and 1 Gb dedicated video ram running 1920x1080p and its awful. But then the processor is only an Intel Core i7-2630QM @ 2.00GHz 2.9 GHz in turbo mode, with 8GB Ram. And its laptop stuff.
So I am unsure where the slow speed comes from.

Yep. I am getting behind on editing and working very late, almost to the point of turning away some new work :(
Plus although good at editing - I dont like it! So the delays are painful.
