Hey guys am looking for a budget editing rig.. It's maily used for softwares like cad, 3ds max, skrtchup, lumion and other architectural softwares.. My budget is around 600 ~ 750$ I already have a r9 390 so I don't need a graphics card.. I am looking forward to use this pc atlest for 4 ~ 5 years..

This build is set for editing. The CPU can be overclocked and the cooler will help it overclock a bit more. I added 16gb of RAM because that will help with what you are doing. For storage I just put 1tb right now, but if you want an SSD you can add one if you want. The case is just overall pretty good. The power supply will manage with your graphics card and overclocking your CPU really well.
 
First, where is your country? Can't expect others to help unless you tell us.

Second, don't get the i7 they suggested, rather, get the Xeon e3-1241 v3. It is the i7 without the iGPU and less cost. Any cheapo GPU will be better than the iGPU on the i7.

Third, don't get the corsair CX series PSU. They are sub par and unreliable.

Am from India.. And the e3 is around 100$ lesser than the i7.. Will e3 be suitable for rendering.. And if so what mother board should I go for? And is cooler master psu a better option if not which one should I use?

the Xeon 1231 is basically an i7 4770 without integrated graphics and lot cheaper, best rendering cpu you can get for your budget.

I assume so, would not make much difference if it were not, but most likely is compatible, was just the cheapest quality psu i found that can handle the 390. If he finds a seasonic/xfx/superflower/ some antec/evga b2 or g2/ superflower thats cheaper and at least 550 watts he should be just fine as those are good quality psu.

Would you not require additional cooling in a country where ambient temps can hit well over 40C?

This Xeon runs pretty cool, even with stock cooler, I think you should be fine.

Thanks a lot for taking the time to answer my nub question lol. I got a few mates from india i game with and they all swear by water cooling because it gets so hot, the Corsair H100i seems to be the unit they are all using. Thanls again for taking the time to humour me all the best
