So far i know, the HD 7950 is the actual R9 280. The R9 390 is a 290 OCed and somehow buffed up with more vRAM. That said, it deppends ond your needings. I just swaped a 280 for a 290 (which is not 390 but close enough) and tested it on The Witcher 3 high-ultra quality. FPS went from 33-44 to 50-60 depending on the place.

This means there IS diference, but 390 looks overpriced to me, as you can get a 290 for 200-230€. I got one with 20 months warranty for 200€ (2nd hand) but I've also realised you can get a new one at the same price if you pay atention to sales. I'll tell you to get a 290 since it is like 100€ cheaper and just about the same performance.

My pleasure : )

To me, the time to spend more money on a new brand GPU will come this year, as there is supposed to be several improvements, as the use of the GDDR5X and the HBM2 memory, instead of the DDR5 that uses most GPUS nowadays. Still we don't have any proof about their performance. We sar the HBM1 dissapointing us with the Fury X, as it's not bad, it is neither what we were told it would be. Still, I think the next gen (pascal + 400 series) will be some fresh air for us. I would not spend much money before that time, just in case :)

It deppends on the PSU quality. I dont have much idea about good PSUs and bad ones. I asked a guy who knows a lot about PSUs about a good 60-90€ power suply, and I got a Cooler Master V-series 550W (81€) for our second PC (friend's one). It's going good with the 290 (sapphire dual X) plus one FX 6300 processor. I think a 500W average quality PSU should work just good, but I cant say for sure.

EDIT:
Still, Evga supernova series are known to be really good quality PSUs. I dont now if your brother's one is a supernova. Is it?
