Gtx 980 ti 6gb Graphics card only detects half on desktop

Nvidia control says there are 6144 mb gddr5 dedicated memory but steam only detects 3gb. Any ideas on how to fix this?

Thanks I downloaded gpu z and it also shows 6gb VRAM. But I when I use steam's big picture and go to the resolution settings it shows on only 3gb VRAM available, same for gta 4 when I check how much VRAM is being used. Strange, dunno why it's doing that and makes me wonder how much is really being used.

I realize now that my PC has a 500w PSU, could that be causing the 3gb limit to my graphics card? I know that nvidia recommends 550w minimum, so I dunno.
