Low fps on Far Cry 4 and Fallout 4 with really good PC.

In far cry 4 AND Fallout 4 i always get 20-40 fps, average 30, on all settings! i tried tweaking all settings that vary from lowest to ultra.

Msi GeForce GTX 970
AMD FX-8320 Eight-Core Proccesor 3.5 GHz

Average fps on fallout 4: 40fps. on medium-ultra
average fps on far cry 4: 30fps on all settings.
i tried tweaking all settings from vsync on and off, to going to lowest settings, i think i have tried everything. I do not think that it is my PC because i run Battlefield 4 on ultra 60fps and metro last light redux 60fps ultra. I also read almost every post on this issue on the internet and almost nothing has helped.
Also in far cry 4 the mouse movement feels very very weird. i come from csgo and battlefield, and its like mouse acceleration is on when i turned it off both in the game and in the text document in my "my games" folder.
Also dont tell the fbi or anything but my Fallout 4 is pirated so idk if it has to do with anything.
All my drivers are updated and my temps are a little bit above average but are good.

Fallout 4 is an entirely different animal; it's CPU dependent. The cause of your problem is most likely the CPU. To resolve, you need to upgrade it to an i7 processor (along with an Intel compatible motherboard, DDR4 memory and appropriate cpu cooler). I suggest that you: (1) put your build into PCPartPicker.com and (2) Watch the performance review below. Also, turn off God Ray's in the game, or set it to low. Follow the recommendations in the performance review, and if the FPS isn't satisfactory, then consider an upgrade of CPU.

EDIT: Sorry for the immaturity, I highly think your fps are lower due to a pirated copy. If I were you I would run a scan with malwarebytes, torrenters are known for making your pc into a bitcoin miner.
