Randomly (about once every other game) my computer will completely freeze up and will not respond. Mouse can't move, keyboard doesn't respond, and the screen is frozen.

I just build my computer so I doubt its an issue with the capabilities of my machine but Ill post the specs below. It happened with both windows 10 and windows 7.

Mostly I would like to know if it is a defect with the hard ware which piece would it be so I could start an RMA for it. Or is there any way I could fix it myself. All drivers are up to date for bios and video card and all other hardware doesn't have drivers as far as I can find.
PLEASE HELP

Comp Specs:
Mobo: Asus Z170-A
CPU: Intel i7 6700k
RAM: 16gb kit (2x 8gb) Crucial Ballistix Sport DDR4
Video Card: ASUS GTX 970 Strix OC

I only know windows 7., heres a bit of troubleshooting.

go to control panel>administrative tools >event viewer >window logs> then click on system look for the time your system shut down or froze and there should be an error to let you know which piece of hardware is failing(google the error code).

Have you overclocked your CPU/GPU?
GPU drivers updated? 'check the GPU website''?
any drivers missing in the device manager?

I didn't buy any used parts but I did buy my ram and CPU off eBay, the CPU was new just an opened box and I checked it and it hadn't been used the pins were clean and th ram was brand new as well. I have 3 fans in my unit.

If it is a hardware issue is there any way to tell which piece?

In what games is this happening? Does it happen only in steam or even if you run something besides steam?

Do what a_used_username told you. The same thing applies for windows 10. I assume that you upgraded from windows 7 to windows 10 without making a clean installation. I would suggest to make a fresh install.
