GPU fans stop spinning.

So after I came back from vacation, I adjusted my CPU fan and then tried turning on my PC. I had some problems but it ended up starting up. However, the fans for my Nvidia GTX 970 stopped working. They worked and then suddenly slowed down and stopped. Tried turning my pc on and off several times and the fans seem to start spinning and after about 10 seconds they slow down and stop, causing my GPU temps to go to about 40C when idle and about 80C when playing FIFA16 (60-70C for CSGO). What could have happened? (ps, my card is 6 months old)

I will assume your GTX 970 is the ACX version?

If that is true, the fans wont turn on until temperatures reach 60-70c, and even then you will barely hear them. The GPU was designed this way and it's perfectly safe, GTX 9xx series cards can easily take up to 95-100c.

I have a GTX 980Ti (ACX), the fans wont even turn on until 78c (best I can tell). Even then they don't spin up enough to hear them.

This is totally normal (eg. mine MSI 970 always spins up on startup regardless of fan profile, then goes motionless). As for the initial question, did you read the sticker on fans - if any - while unboxing the gpu? It typically warns that fans do not turn on until approx. 55C, i.e.the card relies on passive cooling.
