Laptop's USB ports, Webcam and DVD RW is not working

first of all sorry if i made a double thread (on a different section) because i'm not sure whether to put it on motherboards or system section, here's the other exact same question in system's forum http://www.tomshardware.com/answers/id-2924792/laptop-usb-ports-webcam-dvd-working.html

i bought and old laptop from a friend, the type is "DELL Inspiron 1440 – T6500"

she said the battery is already dead but it can still be used while charging with the adapter so i've got no problem with that since i bought with cheap price

but the problem is when i start up the laptop it said that the windows 7 professional is not genuine and i ask her did she use a pirated disk? she said she lost the original CD from Dell that comes with the laptop and had her friend installs the win7 for her because she want to remove all the data on her HDD without leaving any trace... turns out that friend of her is a beginner who only installs the window and not the drivers i think??

i think i'll just reinstall the OS using my genuine windows 7 ultimate disk BUT whenever i connect my external HDD or Flashdisk, it won't get detected even though the light is on / beeping, also the DVD RW is not detecting my CD Drive even though it was spinning and the light is on... and when i try to skype with my friend it said that skype couldn't find a detected webcam

so i tried to open "devmgmt.msc" and everything is installed there without problem, but why is none of those working?? how do i reinstall the windows if i can't connect anything?

is it BIOS problem? because when i downloaded the latest BIOS from the dell website and tried to install it, it said that my laptop's battery is not detected and i must have it connected before installing new BIOS.

so will buying new battery for my laptop fix this problem? after i install the latest bios can i connect the usb and dvd disk?

If this will not function already lets try to restore default factory settings of Dell, try this: Restart computer and When the Dell logo appears on the screen, press F8 several times to open the Advanced Boot Options menu.
Use the Arrow keys to select Repair Your Computer and then press Enter.
On the System Recovery Options menu, select a keyboard layout and click Next.
On the next screen you can log in as a local user or the Administrator.
Depending on your configuration, you may need to select Dell Factory Tools and then Dell Factory Image Restore.
Click Next to open the Confirm Data Deletion menu.
Select the Yes, reformat hard drive and restore system software to factory condition check box and click Next.

You have a problem of windows bug, it has tendency why your laptop have some problem of windows like the sound, black desktop and other updates like updating the driver for your device. You need to debug first your windows bug using a windows activator, just follow the instruction of the screen. You need to do this so that you can backup drivers and other program without error. If you want to reinstall, restart or powerup your laptop and enter the BIOS settings and configure your bios first boot so that you can install windows 7 using start up of your installer.

i've already choose to boot from my dvd instead of default hdd but my win7 cd installer is not even detected on the bios settings because the dvd r/w is not working and instead it continues to boot from the default hdd, any solution?

You have a problem of your CD/DVD drive it can't read, check if your windows installer is DVD then your ROM drive is CD drive it will not read. If both installer and your ROM drive is DVD your drive have a problem. Try to use external DVD drive if you have.

i think my win7 installer is a DVD and the my laptop has a dvd reader because it said "Optical Drive Type DVD±RW Dual Layer" on the laptop specs

my win7 is detected on my PC and it's working without any problem, the problem is my laptop's operating system which is kinda broken right now because i can't even connect my external dvd drive and any flash drives or external hdd (even though the light is on) .. not even the webcam is functioning anymore

is this a bios problem? what do you think?

no, the win7 installer dvd is not detected on my laptop. yes i have tried it but it's not working and instead it boot from the default one

i asked her if the dvd reader is working or not, she said it's working before her friend installed win7 on this laptop using his pirated win7 professional disk but after that it's not working anymore because i don't know if her friend installed the os correctly or not

Yes there are tendency that your DVD drive is not working anymore if your bios settings is setted to first boot. So I said to you to use external drive if you have. Another idea if you know how to remove the HDD at the back, remove it and lets try if the installer will boot without the HDD, if it will not boot your dvd is bad.

first of all thanks for the quick response,

i have an external drive and external dvd reader but when i connect them this laptop didn't detect them either.. i've already installed the drivers correctly and they are detected without problem in the device manager but still it's not working

You need to restore you windows 7 of this laptop using its factory default, because you can't use the port and bios settings, you can download your recovery disk in Dell websites. try this link:http://www.dell.com/support/Article/us/en/19/DSN_362066/EN
