Wiping hard drive for new build??

So I'm positive that this spare hard drive I have is full of viruses when I do a clean install of windows will I be able to clean the hard drive completely or what

I'd recommend wiping it before installing Windows, because some viruses/malware can relocate/multiply to the other disk. Otherwise there's an option of deleting your drive with BIOS-like software named KILLDISK. You boot it from CD reader and wipe the entire drive.
