Gaming performance help needed.

I recently bought a PC. The configuration is as follows.
AMD Fx-4300 quad core processor
Processor speed is 3.8 GHz
installed RAM 4 GB
64 bit
Cache is 8MB
It has a 2GB internal graphics memory and I have installed a 512MB dedicated NVIDIA 8400GS that I had.

I thought I built a fair pc for medium graphics gaming. But, I have observed that I cannot even play games like GTA 4, NFS hot pursuit and Assassin's creed 1 (which was released in 2007) without extreme lag which makes it unplayable.
Is there anything I that could do ? Please help me. I have tried many NVIDIA settings too but all in vain.

My PC satisfies the recommended requirements way beyond what they ask for.

Recommended requirements:
Video RAM 256 MB (I have 2.2GB - 512mb is dedicated)
Pixel Shader version 3.0 (I have 4.1)
Intel Core 2 Duo 2.2 GHz or AMD Athlon 64
Recommended: 1 GB Windows Xp / 2 GB Windows Vista (I have 4GB)
 
Solution
Ok, here's a checklist of things I can think of:

1. Make sure your drivers are up to date (at least as far as they can be with that card).

2. Make sure you're running the dedicated card as opposed to the onboard. Just because the V-Ram is higher on the onboard doesn't mean that the other specs are up to snuff.

3. Try reinstalling Assassin's Creed just to be sure you've got all the pertinent files.

4. Make sure your temps on the dedicated card aren't going crazy.

5. Make sure your settings in game are on low, running at lowest resolution, once you get it sorted on those specifications, you can try to bump up some things.

6. If none of that works, then it's completely possible that there is something wrong with your GPU...

Won't the internal 2GB graphics memory help? Is that a waste?

Even though it is a bit old, it meets the game requirements. I tried on board graphics too. If not great performance, shouldn't it give at least playable fair performance? It is utterly bad. The story videos don't even play right. Ultra-slow!!

For GTA 4 at least, you're below the minimum requirements - an 8400GS isn't at the level of a 7900 GPU. Remember, numbers are also generational.

He should be able to run Assassin's Creed without much issue though. What about your GPU temps? Have you monitored them at all? If there's not much airflow it could be throttling right from the start.

Oh, absolutely. Just wanted to note that about GTA 5 so that he doesn't lump them all together.

You only have 512 mb video ram the other 2gb are doing nothing unless you are using onboard. Also I remember they used to tach on useless memory to cards to sell more of their cheap cards then get you to upgrade. You can argue with us all you want or accept the fact that an 9 year old lower end gpu doesn't make much of a modern gaming setup. You really need something like a 750ti to run those things smoothly

I think I should be able to run Assassin's creed without a problem. But, it is not the case. It is not a little lag. It is extremely laggy and unplayable. Looks like there is something seriously wrong. I tried on-board graphics too. Did not work. It was not even a little better

Completely understandable. There's A LOT more going on in GTA 4 than in the original AC.

Actually, it didn't help. I tried the on-board graphics again after removing the 840gs. It should have worked but, it did not. I don't know what to do. Beats my head :)

Do you notice any difference at all between the onboard and dedicated GPUs?
