Hey guys so I am having an issue with my 980ti that didn't start until a restarted my computer a few days after installation. I went through a major system upgrade, I changed my motherboard, CPU, GPU, Ram, and SSD.

Upgrades are as follows:
CPU: AMD FX8350 -> i7 6700k
GPU: ASUS AMD Radeon HD 7870 -> EVGA 980ti FTW
Motherboard: ASRock 990fx Extreme 9 -> MSI M7 Gaming z170
SSD: Added samsung 950 pro M.2
Ram: 16GB Crucial Low Profile DDR3 1600 -> 16 GB DDR4 G.Skill Ripjaws 3200 DDR4

System components that remain unchanged:
Corsair 750W PSU Gold Standard Enthusiast Series.
Corsair H110i Liquid Water Cooler
1TB WD Caviar Black
128GB Samsung 750 Pro SSD

I know I can fix this issue with a manual fan curve but that isn't what I want to do, I don't want to mask the issue, I want to cure it, idle temps are at their highest at around 43C according to CPUID HW Monitor. When the fan speed jumps to max the program doesn't show the fans at above 0% usage, is that a faulty sensor? I mean, EVGA Precision X detects them when I have the fan curve in, haven't tested to see if HW Monitor does with the curve but I could quickly if that information would be of any help to anyone offering assistance.

Solution
Diagnosing case fan performance is really difficult to do over the internet. Are you sure you connected the case fans correctly in the slots on the motherboard? Also if the fans connect to a molex (4-pin) adapter, try a different molex cable. Maybe one of them shorted out?

I have the Antec Nine Hundred and there are manual switches to each of its 5 fans for low, medium, and high. Sorry I can't help more, but maybe try that cases's product support forum if they have one?
My 970 SSC ACX 2.0+ cards come with a dual-BIOS switch. By factory default, the semi-passive cooling option is activated as "dBi" BIOS (means the fans will NOT come on until a certain temp threshold, I believe 60C). If you want the fans to come on all the time, there and the secondary BIOS option that must be selected. You have to manually change this BIOS for the fans to come on automatically whether or not you have a custom fan curve set (whether in PrecisionX or Afterburner). Not sure if your 980Ti FTW ACX 2.0+ has that option however, but it sounds like it may.

Hey, thanks for replying, I actually just found out that it isn't the GPU fans, but my case fans, are just flying through the roof, I don't know why that is, I know the title of this thread is entirely useless now, but maybe you could offer some insight as to what is causing the issue in my case?

Thank you for the reply, I think I actually just found the issue, one of the molex connectors wasn't properly seated in it's female counterpart, that 1 mm or so of difference apparently made the difference, thanks for all of the help you've provided me with! :)
