How to tell if my chip is dead?

Hello there. I recently built my new PC. Here are the parts: http://uk.pcpartpicker.com/p/WvPBMp

After constructing the machine, I have came to the problem that I can't get it to display on my monitor. At first, I was lead to believe that my new mobo was defective/broken, therefore I purchased a new one that was listed in my parts list. The original mobo was experiencing endless restarts that last between 30 seconds to 50 seconds.

With the new mobo, that problem has been erased however I still cannot get it to display. I have tried different cards in my system to make sure my gpu isn't broken, and neither card worked. I tried my GPU in my brother's PC and it worked perfectly.

My RAM is not faulty or broken either as I use it in the system that I am currently using and it too works perfectly.

My PSU does not seem to be broken however I have no proper way of testing this, I am going off the basis that it is giving power to my system and not cutting out short no more.

I have no other CPUs available that are compatible to test in my mobo, therefore I am deeming it either defective of broken.

All plugs and wires correspond to their correct places, leading me to believe I have a faulty part somewhere down the line.

Can anyone help me? And before anybody asks, the thermal paste isn't splooging over the sides, it was applied in the size of a grain of rice and spread appropriately, so I don't believe that the CPU is overheating. Also, the CPU is fitted correctly.

The PSU from my current system is ridiculously old, I don't even think it has a brand, however it is a 580 watt. My current PSU only has 1 PCI-E lead and my GTX 960 has 2 PCI-E ports, so I can't use it to power the gpu.

No bent pins what so ever. What are the chances of getting 2 brand new broken parts?

Well, in my new build the hard drive is DOA and the power supply is not working properly....making muffled beeping and buzzing noises.....

My old PSU did not make a difference :(
There are no weird noises in my PC. Everything sounds like it should but doesn't work like it should :/

I don't like to break bad news, but looks like your CPU is dead. If you've tried everything you can, then send the CPU off for an RMA. I'd be intrested to see what happens as CPU failure is quite rare, although hey, it does happen.

I'm seriously pissed off at the moment, Not only was my motherboard defective but now my cpu? My luck must be terrible. I have already issued a refund with Amazon and I will be back again to post my problems if I get a new CPU and the problem is still happening :)

I'm probably going to upgrade to an i7 now because I really am not happy about my i5 arriving defective.

Doesn't look like it to me,
Happened to me with a faulty PSU,
No matter what i put in there, there is no video signal, with or without external grafics card,
The infinite restart loop appeard as well,I tried completely different motherboard + cpu,the result was the same.
I tested the components with different PSU and it worked, but the faulty PSU damaged the HDD and one of the motherboards.

Buy a new power supply instead of your GENERIC PSU,
XFX,Seasonic,Rosewill are very reliable brands of PSUs.

Before Jumping to conclusions
Try running it with only CPU,RAM,and Motherboard Plugged.

The generic PSU probably killed the motherboard or the CPU.
That's why it didn't work when he tried with the CX600
Well,Rosewill are fine, just don't buy the cheap ones.

Look, have you even read this post? He used the CX600 before, then tried the generic PSU. He has tried booting the system with just RAM, CPU and motherboard. Still did not work.

READ BEFORE YOU WRITE!

You saved me from wasting my energy on writing exactly what you said. :)
