FPS Drops On modern pc.

When I bought my pc about 4 months ago and everything was perfect (good fps and all).
3-4 weeks ago my FPS started dropping every now and then in all games (even minecraft).
I have tried turning off Vsync , Ccleaner , DDU , driverbooster , updating drivers , disabling onboard graphics from Bios . Thing is , in league of legends per example , FPS drops the same even on low graphics which is pretty easy for my pc to handle.
Pc Specs : Geforce GTX 970 4gb
Intel core i5 4460
msi military class 4 Z97 pc mate.
8 GB of Ram

check your system temperatures when idling and when gaming and post both here.
also check CPU & GPU usage when idling and when gaming and post.

could even very well be malware running in the background using system resources.

I wasnt able to open the case to see the PSU since im a major hardware noob, I will get back to you with an answer in couple of hours.

Already tried that using DDU however I will get back to you with my psu in couple of hours.

While playing witcher 3 on ultra settings : GPU usage 96% temp 76 C FPS: 40-45 drops to 30
CPU usage 100% temp : 35 C
While playing minecraft : GPU usage 5% temp 44C FPS : 30-35 drops to 20
CPU usage 70ish % temp 36 C
I have scanned my pc using malwarebytes and no malwares were found.

i know the 980 had early problems with heat throttling but 76°, though very high to me, wouldn't be causing this issue.

the fact that you're getting these big dips and otherwise only getting ~45fps in Witcher 3 & ~35fps in Minecraft would lead me to believe there is a problem with the card.

it could also be that there is not enough power for the system. is this pre-built or a custom system you configured yourself?

I did this : Check your power plan options for windows located in Control Panel and ensure CPU performance can go to 100%.
Control Panel \ Hardware and Sound \ Power Options > Edit Plan Settings for current power plan > Change advanced power settings > Processor power management > set maximum to 100%, minimum should be 0% to allow idling but no higher then 5%.
And it apparently fixed my fps , thanks for helping me GObonzo :D
