GPU Fan not spinning

Ok so i got a new graphics card (Gainward gtx 980 triple fan) The third fan isnt spinning while the other 2 are, i dont know if this is a problem, is it? Everthing boots up and i can go into games at the temperatures stay at around 70 degrees

It also makes a high pitched ringing noise

Not sure what the problem is with the whole ringing noise but if the third fan isn't spinning & there's this ringing noise you speak of, then i would really look into getting another one sent in.
That card obviously is damaged.

Ok so the noise is gone, havent heard it again, The onl problem now is the 3rd fan wont spin
