For 2.5" drives, the SATA connectors for both data and power are combined into a single USB 3.0 male connector.

For 3.5" or 5.25" drives, the SATA data connector is converted into a USB 3.0 male connector, and SATA power is supplied via an external power supply.

My question is, if the SATA power connector on a 3.5" or 5.25" drive was plugged into the computer's PSU, could you make a SATA to USB 3.0 cable for the data connection?

No, that will not work.
Just connect the SATA power from the PSU, and a regular SATA data to the port on the motherboard.
USB does not provide enough power to run a 3.5" drive.

The USB port would not be powering the drive, the 12V SATA power connector on the computer's PSU would provide power.

The USB port would only be receiving data from the drive's SATA data connector.

Why would you need to go through USB?
Sata data directly to the motherboard.

Far, far faster.

No additional SATA ports or PCI slots available on my motherboard (will be using this adapter to connect a 5.25" internal SATA Blu-Ray drive to the rear USB 3.0 port on my motherboard).

So then somehow you have to weasel the USB connection from the outside back port, to the drive inside the case.
