I have been researching and purchasing parts almost exclusively to be able to handle this unoptimized and laggy game. I currently have:

i5-4690k (stock clock, will oc)
16gb ddr3 1600
Deciding between GTX 980 and R9 390x
650w Gold+ standard PSU
MSI Z97s SLI Krait Edition mobo
This can handle ALL of my games, but need to know which would be best, especially with DX12 being released.

Yes, this computer will handle any game you throw at it, but just know even with this build, Arma's multiplayer performance is mostly based off the server. My build is very similar to yours, and if I play on certain servers with 100+ people on it, Ill still only get 30 FPS no matter how low you put your settings. On single player though, you'll be pushing 150 fps with max settings.

For the GPU, its all preference, I think the R9 390x is better but runs hotter, but I'd go with the GTX 980. call me a fanboy.
