Do I need to use thermal paste on the intel i5 4690k

Just wanted to know before I put it in, Some forums say I do some say I don't because the cooler already has the thermal paste under it.

As long as the cooler does already have thermal paste pre-applied, then no, you don't need to use any more. Having said that, the paste used on stock coolers isn't exactly the best stuff out there, so if you have any decent stuff laying around, it wouldn't hurt to remove the stuff on the cooler and apply your own.
