are these normal temps for cpu?

I have an i7 4790k, I use a h100i gtx cooler, I am getting an idle temp of 30 degrees, and a 100% temp of 68-70 degrees Celsius. ambient temp is 23 degrees Celsius

normal if you have overclocked it, if not then it's too high for a liquid cooled CPU.

its not overclocked, i put a little bit weaker fans on instead of the stock ones for it too be quite

Also depends on what program is used to load the CPU, I suppose. For my system with Prime95 v28.7, that's normal.

it normally starts out at the low to mid 60s, then after 20 mins, it stabilises at 66-70

Well then if you are using a software like that it's fine, since in real world applications you will never push the CPU to the 100% limit. In gaming or similar you shouldn't be going above 60 degrees.
