You overloaded the PSU. GTX 950 requires a 350w minimum. Your PSU is 300w. There not very many quality PSU's out there, in the lower wattages, that will have proper PCI-E connections, for the external power. Using those molex adapters is not a good thing to do. For the money, this PSU is hard to beat.

Check the documentation of your graphics card. The fans may be designed to stop when the card is running below some threshold temperature. With your case open so you can see them, run a game that will put a load on the card, and see if the fans come on.

yea without the graphics card in the my vga cable one end to the monitor other to the pc i get picture on my monitor but now the card is in my pc right now its just not working and the fans are not spinning at all

You also do need to replace the PSU. You'll be hard-pressed to find a quality 350W PSU that has the requisite PCIe power cable AND is not pretty much the same price as a good 450W PSU (although Seasonic makes one). For the sake of future upgrades, if any, it's probably a good idea to get 450W-500W anyway. I would choose one made by Seasonic (their own, XFX, EVGA GS, some Antec), Delta (some Antec), or Super Flower (older Rosewill Capstone, Kingwin Lazer, EVGA G2, B2, or P2).

The GPU doesn't use much power in low load situations. Soon as you started putting a load on the system, the PSU got overloaded.

I've never seen PSUs at Walmart. Best Buy sells a lot of junk (e.g. Dynex and Rocketfish, their house brands), and severely overprices anything else (they may have Antec).
Can you buy online? Where?
