I have a biostar a g41d3c motherboard I have 2x 2 gig ram on my motherboard because it only has two slots so I wanted to upgrade from 4 gigs to 8 gigs so I would have 2 x 4 gig ram to make 8gb . on the Internet it says that my motherboard supports up to 8 gigs but when I put in the 2 4 gig ram the screen stays blank and my pc restarts itself all the time but when I put in my old ram it started perfectly and the screen came on. whenever the new ram was put in the screen will not come on and it would stay restarting. so why cant I use 2x4gig ram if it says it support 8 gig ram

Because they only are 2 GB; 4 GB modules need to have them on both sides (2 GB on each side for a total of 16 ICs). The G.Skill part number that I provided should work, but you may be able to find older and used modules that also meet the requirements. You'll need to make sure they have ICs on both sides. As an example, Newegg sell G.Skill F3-12800CL9D-8GBRL that, according to the pictures, work with socket 1156 motherboards; however the kit that's delivered is different and it has ICs on one side only. I found out about the kit that I suggested because G.Skill...
Most likely because you bought modules with ICs on one side only and your motherboard requires older and more expensive modules with ICs on both sides, e.g., G.Skill F3-10666CL9D-8GBNT. Check the second picture at http://www.newegg.com/Product/Product.aspx?Item=N82E16820231424 and you'll see that they have ICs on both sides.

no the bios has never been updated but do you think that that can cause all of ram over 4 gigs in 1 stick to completely not work because the screen doesnt come on and it was rebooting the entire time, do you think that an updated bios will fix that

They won't work unless they are double-sided. I have the same issue with a P55 chipset based motherboard and that's the only solution. No BIOS flash or anything else that you try will work. An issue is that manufacturers have updated existing kits with different ICs, but the part number still is the same.

It is a very common problem with older motherboards. It might a little bit to find these days but it is the only solution.

I found out about the kit that I suggested because G.Skill offered it as a replacement for the F3-12800CL9D-8GBRL kit that doesn't work (same symptoms that you observed with your motherboard). It's a chipset restriction and there's nothing that can be done other than ordering compatible modules; unfortunately the selection is rather limited.
