USB ports are not working in OS but work in BIOS

Hello,
After a thermal paste upgrade ( stock to arctic Cooling Mx-4 on a Hyper 212 EVO), all of my USB peripherals are not working within Windows 10 (but power is being supplied to them (keyboard backlight is not working). However, when I went into BIOS to reset to optimised defaults, all my peripheral worked fine. I need to know what the problem is and how to fix it.

Open the Device Manager and delete all listings under Universal Serial Bus Controllers. Reboot and Windows will reinstall the drivers for you. If you need detailed steps let me know your Windows version.

I can't get past the login screen because I cant use my keyboard and mouse.

Try booting into Safe Mode. On most Windows operating systems you can do this by tapping F8 repeatedly during the boot. Win 10 with a SSD doesn't seem to like this and generally takes recovery media to access advanced boot options.

Not even my keyboard works during boot up, to access bios, I have to unplug my ssd.
