MSI r9 380 gaming 4gb unable to run black ops 3 on high 1080p

Ok so i thought my rig was pretty good especially when i bought my r9 GPU untill the time came when i played Black ops 3, it struggles to get a stable 30 fps on high settings1080p.

my build is:
AMD FX-8320 eight core processor with original CPU fan
MSI 970 gaming motherboard
10 gb ram ddr3
4096MB ATI AMD Radeon R9 380 Series (MSI)
Window 10
22 inch HDTV

I just don't get how most games i play like dragon age inquisition, dying light, guild wars 2 an just cause 3 (I know this game is having alot of problems at the moment but even on the lowest of low i get stuttering)

Any ideas or advice would be much appreciated.

1) What is your PSU?
2) Is your GPU/CPU at 100% during the game? i.e. what is the GPU/CPU usage at 30 fps.
3) Is VSync on? If 60 can't be managed then it will lock to 30 (assuming 60hz monitor).
4) 10gb RAM? Is that 2x 4gb and a 2gb? From different sets? Could be causing issues maybe.

So my psu is a 750w corsair.
Um not too sure to be honest how would I find out?
My ram is one 8 gb and two 1 gb.
So yeah two different ones. Nothing special to be fair.
I have ordered a hyper EVO 212 cpu fan because my cpu is 40c when I have no games running which I know is bad.
V sync is alway on but I have maxed the fps at 60 but goes from 60 down to about 25 fps.
I am guessing the GPU is powerful enough to run games like bo3 tho?

So i took my two 1gb ram sticks out and that has improved it a bit, but i cant run it at it's best over 720p. I find that windows uses 27% of my ram and BO3 literally uses the rest. if i turn vsync of the game looks sooooo bad, the screen shred terribly. any more ideas?
 
Well with my 390 I get constant 60fps with every setting maxed (2x filmic, ultra AO etc). Now, I would have thought if you knock if down to SMAA x1, AO to medium and maybe textures down a notch (maxed uses almost 6gb VRAM) you should manage 1080 on that card easily. It does use all the RAM and most available VRAM as well

with afterburner, what is your GPU and CPU usage? this will help us know if you CPU is keeping up and feeding enough frames.

Also make sure in the settings menu that the render resolution is set to 1080 as well!
