Motherboard shuts off immediately after turning on

So i have a new pc with an asrock z97 fatal1ty and a pentuim g3258 i turn it on then it imediately turns off, veriefied psu is working with the paper clip test, also just took out all the ram and it still wont last more then half a second, could it be faulty?

Sometimes it could actually be a brand new motherboard out of the box, or about a month after. One of my friends PCs had stopped posting/not booting, his memory and everything was fine. He had an MSI 970 AMD gaming board though. About a week later he had bought a MSI 970A Krait edition. He popped that one in and it completely fixed his problem. It's horrible, but sometimes boards can either come dead, or just die all of the sudden.
