After power outage PC won't boot without unplugging and then replugging or resetting CMOS

If I do that, it'll boot, but the PSU will tick rapidly. I've reset the BIOS multiple times, trialled and error every part that I could (GPU, RAM, WIFI Card, HDD/SSD) and I'm adamant it's either the board, PSU or CPU, but because of the ticking it makes me think it's the PSU. I was using a surge protector and the PSU is an EVGA 850W Gold, so does this mean I need to RMA, or is there a fix I can't find?

Hello ZombieDawgg,

From reading you description of the situation most likely you power supply and motherboard were damaged by the power outage.
Fortunately they survived and did not kill your other components. In my personal opinion, I would recommend replacing the power supply first, so that way when you decide to replace the motherboard, the psu will not crap out and take it with it. But perhaps someone else may have a less expensive solution. But to be completely safe, replace both the power supply and the motherboard.

Thanks for the reply, but a quick update: the power supply was ticking because I turned off some switch inside of the PSW (as in the side that faces inside of the PC) and forgot about it. It's not ticking because I changed the switch. The booting problem is still here.

I'll try to explain a bit better what I mean by the problem. If I 'Shut down' via windows or press the power button, it'll shut down fine, but if I then try to turn it on it'll just do nothing. The only way to get it to boot again is to unplug the plug from the PSU, wait a minute or two and then plug it back in and then boot will work.

So its been a few years since this was posted. And nothing? I have exact same problem. I dont think there is a problem specifically with any part. i think there maybe some sort of a small short somewhere. And when a power outage happens, the short is bigger so it wont turn back on? until I reset cmos manually on motherboard pins. I believe doing this releases built up electricity on the motherboard that it got from power outage. Because right after I can boot up easily. I run stock bios settings and resetting cmos changes nothing to my bios but lets my pc boot again. So in turn pc wpnt turn back on because it has a short or built up electricity in wrong places and wont boot until you release that. This prob means theres a short somewhere in the pc, (not using proper motherboard backplates or any exposed wires etc) and pc is not grounded properly or else it would be able to release the built up electricty by itself.

I may not be exactly right about all this but I know it has to do with grounding/shorting out for sure. electrical problem for sure.
