Help with A class project

I have a project I could use some help with,

Banking Software Company. The primary function of the building is to provide office space for software development and testing of their homegrown banking software. Both levels of the building are dedicated to development, test, on-sit IT staff, management, and administration.
Location:
• Single structure consisting of two levels
• Each level has 75-100 employees, with enough real estate to seat 180 employees
• 80% of employees reside between two lab rooms (development/test) and 20% have offices
• Each lab consists of cubicle for each employee with associated VoIP telephones
• Tiled floors and drop ceilings
Infrastructure Requirements:
• The entire building must have secure Wi-Fi
• The network must be speedy enough to accommodate VoIP traffic as well as large spikes of Web traffic
• Each floor requires five “servers” for development and test. One floor must contain two additional “servers” as a QA environment
• The corporate backbone must have a robust email server, along with LDAP authentication and Active directory permission for intranet sites
Objective:
• Create and present a bid for designing and implementing a network infrastructure
• Criteria:
• The implementation is cost effective
• Use quality hardware and be prepared to explain why choices were made
 
What questions did you have its not like someone is going to do your assignment for you.

I will point out that who ever wrote this thinks 180 employees is a large install. Nobody is going to put the servers on multiple floors. The cost of a data center....when you look at enterprise quality AC and protected power....is too expensive to build more than 1.

I suspect they want you to use multiple IDF rooms to terminate the end users but that is stupid in a small install like this. A realistic install would have everything in a single room with only the APs remote.

The buildings where I work run 500-1000 connections off a single IDF and run over 8000 users off a data center.

The 'solution' to this 'class project' is to name yourself Project Manager, and conduct a series of interviews with multiple local specialists.

While parts of this can be done by one (experienced) person, it is too big a project for one.

HVAC, building construction, network and wiring, server config, etc, etc, etc.
