Would a GPU upgrade help or do I need a new platform?

Trying to determine if a GPU upgrade would help or if I will need a better CPU as well.

Friend has an XFX 7970 he no longer needs and is willing to let me have it for $100 or $50 + my HD 7870 as he was looking to replaced the aged 6750 in his wife's PC but her PSU won't support the 7970.

Current System:

Samsung 24" LED @ 1080p
ASUS m4a785-m
Ahthlon II x4 630 OC @ 3.2GHz
8gb OCZ DDR2
Powercolor HD 7870 GHz Edition (Modest OC @ 1100 Core & 1300 Memory)
Thermaltake SMART M850W

Running Fallout 4 on Ultra is averaging 30-35 FPS which i find "playable" personally but it does dip down every so often almost as if "loading" for a split second.

Final Fantasy XIV, same deal "Maximum" preset is getting around 30-32 in cities and 35+ when out on adventures but the minimum i've hit is 24 fps, however when this happens it's not the same as the "loading" momentary feeling in Fallout 4.

Other games like MKX and Ultra SFIV run at well over 100fps.

When monitoring CPU & GPU usage they are both teetering right at 99-100%

Have I hit a sweet spot with this combo to where upgrading one of the other wont really net much performance increase or would an upgrade to one benefit the other more?

I have done the "low resolution" test where i left all settings on ultra/max and lowered resolution as low as the game allows and it obviously runs better, around 2-3x the fps depending on the game.

So in closing trying to determine if buying my friend's HD7970 will be significant to justify the cost. Should i just wait until i can upgrade the entire system?

7970 is significantly better than 7870. $100 for the card is a good deal given that it is good condition. Your processor could use a major upgrade as well.
