CMOS cause power not to work?

I, too, have a Dell 8400 running Win97 Multimedia Edition and got the CMOS battery message everytime I booted. Left it on after relocating it tonavoid having to reset the clock all the time. About a year ago, after long period of not being used, I shut it off. Now I am back to replace the battery and clean off files. The power button will not light and nothing on the PC powers up. And yes, I verified the several outlet stips used were powering other devices just fine!:)

Thoughts? I'll start with the battery if there is a chance that could allow it to power on...doesn't seem logical it would do that... Is replacing the power supply worth the effort? Maybe I should just yank the HDD and take it somewhere to copy files to the cloud, or buy an enclosure in case I decide it is worth the effort to get the old photos and docs off it?

All my current devices are ChromeOS or Android...so I am not sure how much good an external drive will do me. Maybe I could convert it to a network drive on my wifi system? If I could get it to run again, I might convert it to a ChromeOS or Linux OS...anyone want to buy it for the parts!!

Lots of ideas there. Any help is appreciated!

Solution
1) The battery can't stop the power supply from working, but could prevent the motherboard from wanting to switch on. You can buy a cheap PS testing tool, or even short out pins X and Y with a paperclip to test it.

2) Something that old isn't really worth putting the time into, except for the practice. Copy the files that you need off the disk and pitch the whole kit and kaboodle. You can get an IDE to USB adapter fairly cheaply if you want to read the disk one last time.
