Computer Won't Turn On After Shut Down

I've had my computer ever since March 2015 and never encountered this problem. Since a month or so ago I noticed that when I would shut off my computer and would later try to turn it back on normally, nothing would happen. I found out that if I manually shut off the PSU (just flip the switch off) and left it off for awhile then tried it would turn back on normally. I have done a RMA for my PSU (read that it could be that the component just burned out and that is the issue) and installed the replacement...to the same problem. It turned on after being hooked up, I played a game, watched some videos on YouTube, then shut it off. I tried to turn the system back on and nothing. Flip the PSU switch off for 10-20 seconds, and that would take care of it. I will do a double check for any lose power cables but I'm at a loss since this PSU is essentially new.

Solution
You swapped the PSU, not the issue. Only other thing is to swap CPU and MB but the MB is what controls the power on and off not the CPU.
