Youtube 4k playback stutter - CPU pegged, GPU 40%

I'm wondering if anyone has suggestions about improving my 4k playback on my htpc (short of new hardware).

My GPU clock goes back and forth between 300mhz & 800mhz

Do these performance numbers look unusual in anyway? Have I hit a cpu bottleneck?

I'm using flash player in chrome (accelerated) and I've also tried FF w/ native player as well as flashplayer, both with the similar results.

I've posted before on this had have had a little improvement since but I'm not sure if i've hit a wall or not w/ my hardware.

I'm running:
W7E 64
Intel G860 (3ghz dual)
4gb ram
Radeon 7850 2gb
Latest drivers for the card
100Mbps down connection
Running a single 50" 4k tv over HDMI

Yes, it is an older card but would it stutter running @30% load?

It's not "designed" for 4k resolutions so it will probably stutter even at any load percentage.

I even downloaded the video with 4k downloader and played it. This helped a bit but I still had stuttering every few seconds throught the video.

As I was playing I was seeing
<60% cpu usage
<30% gpu load
2 of 8gb ram used

It doesnt appear to be a bottleneck. There's an i5 for sale locally here but if it's not choking @ 60% of the G860 I don't see how going up to an i5 will help.

I'm a technical person and the numbers dont appear to add up to a bottleneck. Any ideas? Other causes of stuttering? Other GPU stats to look at?

Watched a 4k 60 fps video in the local library today, with absolute minimal stutter (90-100% cpu usage) on a Dell Optiplex 790 i3-3220 and on chip HD Graphics 2500. Being a library pc I think the computer runs on old (stock windows WDDM drivers).
First of all take a look in chrome at chrome://gpu (about:support in Firefox) which will tell you all about your gpu acceleration status and then work your way forward from thier.

Saying this cpu usage was about 30 to 50% playing 2K content (1440p ) - so both drivers, hardware and setting are issues to consider - but don't expect top notch acceleration on old hardware my AMD 4800+ and AMD HD 6750 runs 1080p without stutter but 2K or 4K 30/60 fps just forget it - it won't happen - ever :/
