***PLZ HLP!***Is this crossfire setup having trouble with psu, or other issue?

I have 2 xfx r9 280's and the second card is only running at 300mhz (coreclock), It also reaches temps only arounf 40Deg C while GPU1 is around 70Deg C and 933MHz. Both cards are using the same percent usage as eachother at a given time, also GPU2 MEM clock is at 150MHz while GPU1 is at 1250MHz. Also fan speed%: GPU1:75 GPU2:20(minimum). soooo.. I have an Antec 750w bronze in it, do you think it is a PSU issue? or something else?

Sounds like your second card is not being used as part of your crossfire setup. Those clock speeds are the minimum set for the card in 2D mode (i.e not gaming in 3D mode).

Did you uninstall the AMD driver before installing your second GPU? You cannot just install the second card and expect it to work as a crossfire setup, you need to do a full un-install of the AMD driver, then shut down you PC, install the second GPU, reboot and only then install the AMD driver suite. This way the driver will correctly recognise the GPU's and set crossfire.

Also, you do not mention your motherboard make/model...do you know it is crossfire capable?
