Need help with a new build, won't boot properly

So I'm helping my friend build his first homebuilt. We got everything in, and when we booted it up, it shut down again after less than a second. We tested everything (RAM, mobo connections, GPU, all that) and nothing changed. Then I discovered that if repeatedly powered on, it will always properly start the 6th time (for some reason). When it does this, all the lights come on and fans spin, but the monitor we have plugged in claims it has no signal. Any ideas at all?

Sans breadboarding, I think the thing to do would be to try a different "known working PSU" and if still nothing I'd be looking hard at the motherboard as the likely culprit here.

I've tried everything on that list except breadboarding, which I'm really trying to avoid. Last time I did that I fucked something up and broke stuff. Any thoughts on which one of the parts could be causing the weird instant shutdown 85% of the time?
