"Device could not be migrated" Win 10 Nvidia 750ti Code 43 error

Can anyone help with this? I've tried installing old and new drivers, reinstalling, uninstalling, ect. Normally that fixes this but it isn't working? I went to my graphics card (750ti) under device manager, then looked at its properties and event logs. It shows the device is installed, but it also says "Device ---- could not be migrated."

Side note: my gpu reads my monitor as generic on-pnp, but when I plug into my computer's regular vga port it reads it as its supposed to. My onboard graphics are intel integrated.

Edit: Not sure what I did but monitor reads as normal now when plugged into GPU. Still getting the code 43 problems though.

I'll also add when I right click my PC in "device and hardware" it says the issue is that I need to restart my computer. However I restart after every install/uninstall/reinstall, ect.

That probably means something isn't happening during restart that's supposed to, but I have no idea what that would be?
