WAN Dropout Problem in certain conditions LAN unaffected

Here is my problem. When streaming Netflix and Sling TV I have WAN dropout problems. My WAN connection will drop on all devices for about 15 to 20 seconds (Router internet light goes orange) then it will reconnect and streaming will resume. This dropout does not effect LAN function in any way (If I am streaming internally or have a file transfer going it will not be affected).

Here is my setup
Cincinnati Bell 20mbps Fioptics Service
Zyxel VMG4381 modem/router in bridge mode -> Zyxel PLA4211 (Powerline adapter) -> Zyxel PLA4211 (Powerline adapter) -> TP-Link Archer C9 (This same behavior also happened with my ASUS RT?AC56U which is why I switched to the TP-Link thinking that was the problem).

Additional info:

Powerline send and receive lights are still active during time when WAN dropouts happen. All my wireless devices in any location in the house will show 19ish mbps so the powerlines don't appear to be choking anything.

Home network averages 22 clients at a time. Plex, Foscam HD iP Cam, Insteon Hub, and Tablo TV all work flawlessly over LAN even when WAN disconnects.

Hopefully this is enough info, but if I have left anything out, please let me know. I hate to throw more new hardware at this problem, and I just don't know where to begin.

Edit: Streaming can be happening on Roku or Fire TV
 
Solution
I would start by temporarily running an ethernet cable in place of the powerline to see if they are the weakest link. My guess is they are the weak link. If so you may have to reevaluate where your modem is relative to your router.
