Computer stays on when on, will restart, but after a shutdown won't turn back on with power button

I have had this problem for over a year with a computer that will shut down but not start up again with the power button. The power supply's green light is on but nothing happens when the power button is pushed. Once I get it up and running it will stay on & work great. The power button works every time when being used for anything other than startup like sleep mode or if you hold it in to force shutdown. I have now set the bios to ac recovery on so I can start it by unplugging the power supply. This doesn't always work right away. I have been leaving the computer on and just restarting it about once a week. Recently we had a power outage on my block & it took days to get the computer on again. I have reseated the RAM, changed the COMS battery, and turned off sleep/hibernate option for the power button. I have even tried to start the computer by opening the case & using a screwdriver to connect the two power prongs on panel 1. The only way it can be started is by cutting the power and waiting sometimes 6 plus hours until the ac recovery gets is to finally start. I had to cut the power and wait 4 to 5 hours each time until it finally worked last time. Currently I have the computer up & running. Can anyone help with this odd problem.

BIOS update? Try disable hibernation in its entirety. "powercfg /h off" or is it a "-h".

My Z77 board was fine with Windows 7 and even after upgrade to 10 (with hibernation off). once I turned it back on, it never shutdown completely (or correctly). While all the devices seems to be off and the Power LED is off, I have an Asus GFX card that has a little LED on it and it STAYS ON (it was not doing this with hibernation off). I always used hibernation off but in Windows 8 and 10, you need the hibernation to enable to quick restart. I guess some of the older chipsets/BIOSes do not behave correctly with newer OSes.

Thanks for the answer. No buttons on the keyboard work, and no lights are on except the power supply light behind the computer. When my computer used to hibernate the power button light on the front stayed lit. I definitely have it set not to ever to in to sleep or hibernate now because of my problem.

I feel like I may have turned it off in the bios months ago, but can't remember if I only did it in the control panel power settings. I'll check tonight for that and if there is an bios update. Thanks

Update. When I went on the Dell site to update the bios I saw I could run a diagnostics test. It came back that my hard drive is failing. I thought maybe my hard drive was shorting out my power supply before it had a chance to start the computer. I borrowed an old hard drive from work to see if that was the problem, but still won't startup if powered off correctly. It took days to get it to power on last time, so I guess it is time for a new computer. Thanks for trying to help
