can anyone tell me the best way to get a cheap gaming set up and editing software

Define cheap, you'd want a roughly $700-800 system to have a "cheap" editing system.
there's plenty of free editing software out there. If it it's not free it's extremely expensive at like $150+

The price to performance system you could build would be something like :
Intel 1231v3
16GB ddr3
ssd 240GB
and for gpu the best nvidia you could get. Although the r9 currently do better performace wise the cuda are being utilized way more in the 'professional' software area.
A decent build with those components would cost from 600 and up.
