I got low fps on my new videocard Nvidia GTX 750 Ti 2gb Gddr5 128bit Strix Oc.

I was buyed this videocard recently, and i think somthing it's wrong cause in games fps is low..here is my Pc specs:

Motherboard:Asrock n68c-s ucc
GPU:Nvidia Gtx 750 Ti 2gb Oc Strix Edition
CPU:Amd Phenom ll x4 B45 Processor
Memory:8gb Vegeance
My hdd is old i think sata 0 or 1 with 148 gb just on it.
My screen rez 1440x900.
Power Supply 450W
I run CS-GO on max with 20-100 fps, Can anyone tell me what is wrong...

Nothing may be wrong. The card is a mid-range card at best, the CPU is old and somewhat under-powered by today's standards, and if you are on a busy server with lots of players you will experience drops in performance like that. The lack of HDD space plays into it too.
You may also have lots of crap that needs cleaning up in your system. Run CCleaner and do the Clean and Registry portions both. https://www.piriform.com/ccleaner
Then disable as much stuff running in your tray as possible. Everything starting with Win will steal clock cycles. Max settings are apparently too much for that CPU/GPU.
