New Graphics Card, No Signal

I just received a Sapphire R9 380 Nitro recently and tried to install it into my computer. Every time I try, the computer goes a little ways into its boot sequence, then kind of seems to drop out. Throughout the entire process, my monitor gets no signal whatsoever.

Specs are:

Motherboard: Pegatron Carmel
PSU: Corsair TX650w
Processor: Intel Core i7-2600S
Older GPU: Eyefinity Radeon HD6570 1G

I've narrowed it down to a few possible causes:
- My PSU isn't powerful enough to handle the load
- The card's backplate rests against the latches for the mobo's memory slots, pressing them down. The memory does not seem to be dislodged
- The card is DOA
- The backplate is depressing the PCI-E slot, thus causing the card to dislodge itself.
EDIT: Also, OS is Windows 10 x64. Not sure if it makes a difference, sorry for not including it earlier.

I'm having trouble doing that...my BIOS setup doesn't have those options from the menu. Also, this seems to be for a different brand of motherboard.

BIOS has been updated to the latest version from the HP website. No change. Though HP doesn't have a Windows 8 update for the ISIPB-CU boards on their site...might be somewhere else?
