Pc wont restart, have to hold power button 3 seconds just to power on, bad PSU?

Hey so I bought a Rosewill Photon 1050w power supply for this amd build last year and i have lately had trouble remote restarting it. It just wont happen, I have to baby this computer and reboot it physically (the horror) everytime. I dont mind too much but at the same time, something has to be broken so lets fix it.

When I power down the pc or choose restart from start menu, pc shuts down no problem. Then, silence, ok so instead let me reboot it with my finger, press power button firmly once. Led powers up then shuts off less than a second after switching on. press power button again, no led flash this time. press it a third time and hold for 2 seconds led lights up and stays lit up from the time the button reaches the contact. pc starts normally. ok then

Remote reboot..."Pc has gone offline would you like to be notified when BLONDZIE comes back online?" YES....and wait for the thing to never appear again.

Any Ideas about why a pc wont reboot on its own?

I upgraded from windows 8.1 pro, not sure if the problem persisted from then on. I read about turning off my OC to try and debug it. I jumped the gun on assuming my PSU prolly, I have just never had an issue with a computer powering on. I guess another thought is could i be using too low a wattage and negatively hurting my psu. I only use 600w max and it sits for most the day so it could be not operating as effecient as possible?

by using a screen sharing app, TeamViewer. I use it on my work machine and restart them all the time. I simply select restart under windows.

the problem has existed since before i upgraded to 10 since during the transition they say, "your pc will restart several times" i had to boot mine back up manually for the 3 restarts. it will shut down and then....nothing
