GTX 970 getting worse fps than my 760.

GTA V - Lowest Settings: 30-80 (Mostly hovers around 40-50 though and in cars it's almost always 40fps)

Holy crap look at your CPU temps...you are at 98-100C. Have you run HW Monitor to see if that's accurate???? But I'm also noticing Afterburner is reading your GPU% at 47-48% (have no idea what that 19% figure is for the GPU). Clearly you are not fully utilizing the 970.

But for right now I'm most concerned about your CPU temps. Are you running the stock cooler? Have you checked to ensure it is seated properly?
Do you have a custom fan setting profile in a GPU software control program like MSI Afterburner? I'm wondering if you aren't having thermal throttling problems holding the card back due to lack of cooling control. Also, what make and model of the 970 is it?

Everything is on default settings. I have MSI Afterburner but haven't changed any of the controls.

It doesn't stay to 100% at all times but its mostly at 90-100% and even at 100% I get stutters I think. I'm going to record GTA V on lowest settings with MSI Afterburner monitoring on and post it to see if anyone can find the problem cause I'm not good with numbers.

GTA V LOWEST SETTINGS 970: 30-80 (MOSTLY 40-50)
GTA V MID-HIGH SETTINGS 760: 60-40 (MOSTLY 60 50)
 
I still think you may have a thermal throttling problem. Set a custom fan curve in Afterburner and try that. I have my SLI 970s with an aggressive 5-point curve setting in temp to RPM datapoints to keep heat under control since my entire rig is air cooled and overclocked:

50C - 50%
55C - 65%
60C - 80%
65C - 90%
70C - 95%

The only other thing I can think of is that something got corrupted in the Windows registry with the Nvidia driver refresh/update. Try downloading CCleaner if you do not have it and try another fresh install of Nvidia's drivers. I would also recommend downloading Nvidia's GeForce Experience to manage drivers for you (and custom game settings). Some don't like it, but I love it.

could also be your board:
only has 1 x PCI Express 2.0 x16 vs 3.0
and you got the H81M p33 vs the reg H81 p33
your micro ATX board might be thoughtling somthings

just thinking out loud here.
do you have latest bios and drivers for the board?

I just bought this motherboard so I never entered the bios. How do I update bios?

Thanks for helping! CPU Cooler wasn't seated properly and now my fps is much better.
 
Good stuff! When I saw those temps I knew one of two things was wrong: bad temp sensors on the motherboard (rare) or cooler not seated properly (more common). This is why I always stress test and monitor temps before closing up the PC after a new build...just in case something doesn't look right. Glad you found the problem though!
