CPU overheating on startup and stays hot

I recently came home from holiday to find my CPU cooler racing less than a minute after booting. So I did some investigating and upon starting up and going into BIOS I can catch the CPU temperature at about 65C before it immediately races upwards of 90C before I've booted the computer. On boot I notice my CPU hangs at about 100% usage for less than a minute and if left idle the system goes back to hovering between 60-70C. If I launch any kind of program the CPU usage does not go up higher than say 50% but the temperature shoots to 90C+.

This is new since the past couple of days, and I haven't changed any components in the PC. I did reseat the CPU and reapply thermal paste but to no avail. I've been using this CPU cooler for the past 3 months for idle temperatures in the low 40C.

I to agree that the cooler is not seated correctly on the CPU causing the rapid spike in temp.

As to start up CPU usage, It is very common for the system to use a large amount of the CPU usage in booting up all the programs that start with the OS. Now you can either stop them from starting with the OS speeding up full boot time and start them manually OR let them start on there own as they are now.

The real issue is the Cooler is most likely not seated properly forcing the CPU to throttle to try to stay cool lowering the CPU usage and speed to not Over heat.

EDIT: also be sure the CPU cooler is clean of dust so air will flow through it.
Hi. Usually a CPU overheating that early on is due to one of two things, 1) bad Cooler & 2) Too much TMC ( Thermal Compound ) which will insulate it and prevent cooling. I would also go back and check your Start up items ( START -----> then typr msconfig in the box and that will bring up the start menu ). Go through that an uncheck any unnecessary items. Sounds like you have a temporary spike in usuage at boot from something.
