First build problems

This is going to be a bit of a long post.

I built my first gaming PC around Black Friday. At the time, I didn't really notice any issues, but I didn't have much time to mess with it, as we were about to move. Fast forward a move, I finally get everything set up, connect it to the Internet, download all my drivers, my BIOS update, and some other programs, and it worked great!...
Then I come down the next morning, and notice the two PWM fans I put in the front aren't spinning. I think "ok, maybe it's just cool enough to not need them."
So I go into my BIOS, and turn off the PWM control. Restart, and all they do is twitch oddly. So then I go and play with the fan settings, and then my non PWM fan joins the two fans that shut off. Frustrated, I do some reading, and find out my build could be using too much power. I have an AMD 8320, and a Radeon R9 390.
With everything else in my build, I thought I could be overloading my 600W PSU.
I had ordered a better supply, because I knew I was pushing my limits, and couldn't really do any overclocking with the power I had.
So I decided to wait it out, and see what happened if I put that in.
After rebuilding the computer, I now have 850W available, I boot it up, and everything runs amazingly again.
So I let it finish installing some of my games over night, thinking I was done.
Come back downstairs today, finding it in sleep mode, with all that done. Turning it back on, everything works just fine... Until I shut it down, boot back into the BIOS, and start it up again. All three fans aren't spinning anymore.
At this point, I'm thinking it's either the motherboard, or some driver is messing everything up.
On top of all this, my computer told me that my virus protection and firewalls are all down, even though my Kaspersky says it's still up, and shows my computer is clean.
But it only gave me those errors after I restarted my computer today.
So I'm at a loss now.
I've done basic tech and maintenance on my previous gaming laptop, so I know how to look around and find fixes for issues, but I can't find anything on either of these problems.

Any help at this point with either issue would be greatly appreciated.
I'm also very sorry for the long post, I just wanted to try to give as much detail as possible.

My MOBO is the ASUS M5A97 R2.0, and the BIOS is up to date with update 2603 (could be wrong, but I'm doing this from memory).

First, please list your entire build (use PCPartPicker website if you can), it might help pick off an issue. Make sure to list your OS type and version.

Just as a first step try resetting your BIOS, you can find instructions on page 1-19 of your manual.

This problem sounds potentially like a IRQ conflict but that is at best a guess. The BIOS reset might clear it.

Also, on page 4-27 of the manual you will find instructions on your BIOS fan program, check to see what it is saying about the fans condition.
