I have a core i5 4570 haswell chip and was wondering will it bottleneck gtx 980ti in sli? or will it bottleneck for future gpus as well? cause the z87 motherboards are on the cheap now. is skylake and ddr4 really worth the upgrade?

Yes, it will most likely bottleneck it. If you already have one 980ti and are thinking about sliing them, I would get a new CPU instead. I would recommend an i7 6700k for skylake or an i7 4790k if you wanted to save money and reuse your old ram (also the performance increase from haswell to skylake is 15% at best).
