Periodic Internet Speed Drop On One Computer, But Not Others

So for the past month or two, with a very ride range of frequency, ranging from it not happening at all for a day too every five minutes for a week straight. My download speed has been plummeting from 10 Mb/s (We live in Willow, Alaska. 10 is the maximum we can get), down to anywhere from .05 to .5 Mb/s.

I always had thought it was just our provider or router until I went down and checked, and it turns out everyone else's computer is running fine.

I looked around a bit, a few threads pointing to something called AMD Quick Stream, or something along those lines. Don't have it, can't be the problem.

It's gotten to the point where I'm just considering doing a factory reset, as I just can't seem to pinpoint the problem. As I'm speaking it's happening again, it's become painfully more frequent to the point that it's impossible to do anything reliably.
