Upgraded graphics card - black screen on startup

I just upgraded my graphics card from a HD 7850 to an XFX R9 390. Now when I turn the computer on the monitor just has a black screen. If I reinstall the 7850 everything works fine, and the internal graphics all work.

CPU: i7 2600
Motherboard: IPISB-CH2 (Chicago)
PSU: Seasonic 660W platinum

It's seated properly, power is connected and both fans are spinning as well. I've tried with both a DVI and HDMI cable.

So to confirm, prior to installing you new card, you uninstalled GPU driver, then shut down, removed the old card, installed new card (and connected your monitor to it)and booted to a black screen, correct. If so you should be able to move your monitor to your IGP, boot into BIOS and check it is set to pick up your PCI-E connected GPU as the primary display or not.

If it is then it suggests your new card is somehow faulty.....If you have another rig you could test it in that would give you a definitive answer.

Did you un-install the driver suite prior to removing your original card?

I would re-insert your original card, boot up into Windows then uninstall the drivers, shut down the PC, install your new card but connect your monitor to your IGP, then boot into BIOS and check that the primary display option is set to PCI-E or PEG.

Then exit BIOS and see if boot continues into Windows. From there you can install the latest Crimson driver. If you still get a blank screen, then re-connect to your IGP and once in Windows you should be able to see the GPU in device manager and then install Crimson.

Once Crimson is installed shut down your PC, re-connect to your 390 and boot up, keeping everything crossed!!!

I uninstalled all drivers yes. I can't boot into bios with the new card installed. Black screen straight away

TL;DR version: I had a similar problem, updating the BIOS fixed it.

Long version:

Bought a new video card, replaced the old card with it, powered on the computer and no video signal was sent to the monitor.
I googled the problem for several days, read many forums, etc, none of the solutions worked.
I suspected that the card is probably dead and was about to give up when I got an idea from somewhere to try updating the BIOS.

As I couldn't even access BIOS with the new card (nothing would appear on the monitor at all), I had to take it out and put my old card in temporarily. I went to the motherboard manufacturer's website (MSI in my case), looked up my model and followed the instructions there.

After updating the BIOS, the new video card worked fine.

I'm guessing the issue was that my motherboard had a PCIe 2.x slot and the card was PCIe 3.x.
Although these PCIe versions are compatible, the old BIOS version probably did not recognize the new standard, while the update added support for it.
