Games drop FPS when loading a new stage, minimizing and returning fix it.

I have no clue what to do about this. When I'm playing a game and a new level loads, the game will immediately drop to 30fps until I minimize it and go back to it. When I get back into it, it goes right back to 60fps.

I've tried to google, but I can't seem to find any solutions.

I got the EXACT same problem, started quite awhile back. Its in 9/10 games I play, some worse than others. It got nothing to do with a heat issue.
It's when a game loads a new level or changes scenes, it drops down to 30 fps, almost like the PC think the game is minimized.
And minimizing the game and opening the game fixes it, and runs perfectly the entire map, but when a new map loads (bf 4 for example) it drops down again.
