GA-990XA-UD3 is the better board , because of a superior power and thermal design. 
And a newer chipset.
With the better power and thermal design , better for OC.
The GA-970A-DS3P is an older chipset it has a poor power and thermal design , shouldn't be used for overclocking.

GA-990XA-UD3 is the better one because it's of Ultra Durable series that uses better components for longer life and higher temperature tolerance. Gigabyte has been manufacturing these UD series motherboards for years, and many manufacturers also make similar boards with more durability under different names.
