Asus Crosshair V Formula Z Memory Issues

I have Asus Crosshair V Formula Z mobo and the problem is this:
2 x 8GB ram installed but only 8GB is shown in the bios.
In windows 7 , i can see that the memory is 16GB (!) but only 7.90 usable.
Screenshots from bios . windows , and memory modules.
The memory modules are working well BOTH!!

Try loosening a bit the CPU cooler. If still same issue, I suggest removing the CPU and checking the socket if any bent pin.

Already done.
Bank 1 (Black) - Single - Working ( both modules)
Bank 2 (Red) - Single - Working (both modules)
Bank 3 (Black) - Single - NOT WORKING (both modules)
Bank 4 (Red) - Single - NOT WORKING (both modules)

Asus recommendations - For Single channel , use Bank 1 or Bank 2.
