My computer turns off and won't turn back on for a period of time

Alright, so I have asked this question a number of places and have been met with a few responses. Those responses included "It sounds like a power supply issue" and "It must be your motherboard." Since receiving answers such as those, I have received a new PSU and I purchased a brand new motherboard (same model as my previous one) yet still the problem persists. Before fully describing my problem, I might as well list my parts.

CPU - i5-4690k
CPU Cooler - H100i with Arctic Silver 5 thermal paste
MOBO - MSI Z97 Gaming 5
GPU - EVGA 980ti
RAM - HyperX Fury 1866 2 * 4gb sticks
PSU - EVGA 850w GS series PSU
Case - Enthoo Luxe

OS - Windows 10


With that all stated, I'll move on to the problem that I have been experiencing. So upon plugging in my computer and flipping the switch on on the back, I can generally get my computer to boot up no problem. Things run relatively normally, although every once in a while, I will get a blue screen with the frowning face which will immediately go away to show something like the "Please install a boot device" black screen, or nothing at all. At that point I have to power it down manually using the power button on the front of my case. This is where the real problem begins. The computer will not boot past that point. Period. Nothing lights up, no sounds are made, and no fans spin. In order to get the computer on again, I have to turn the switch off on the back and leave the computer unplugged for a couple of hours. I really am tired of having this issue, as I have put a decent amount into this build and have always taken care of my computer as well as possible. None of these components are more than six months old, and I really need a fix. I am starting to think that it could be the CPU as only so many components can be responsible for the build not booting at all, and since I have replaced the MOBO and PSU, I am worrying more and more that the CPU is at fault. I can try out some other RAM sticks come this weekend from a friend which are identical to my own, but I do not have quick access to another CPU unless I buy another one. I'm willing to purchase another, but...well basically I am just stressed and a bit lost. So you guys seem to know your stuff, please help a guy out haha.

My CPU temps are relatively low. Right now RealTemp is showing 24, 21, 23, 20 with maximums of 28, 25, 28, 25. I haven't been playing any games, so these are all with my having up mozilla and revo uninstalling something. Also, I haven't overclocked the processor yet, so it's just at stock.
