Bad Scores in 3dMark and FPS spikes in game , What am i doing wrong?!

My Build : A10 7700k OC to 4.0hz cpu ( graphics cores disabled)
16 Gigs of ddr3 ADATA 1833 RAM
Gigabyte F2A 88XM D3H MB
1Tb HDD
250 Gig SSD
MSI R9 390
KenTec 850W psu
1xDvd drive
2x 140mm, 4x 120mm, 1 80mm fans, and a Zalman coolermax CPU cooler
Asus 144hz Monitor
Cisco Wireless adapter ( cannot get a wired connection at the moment)

I'm trying to figure out why with three different graphics car setups, and now on this R9 390, my physics score (and therefor my overall) in 3D mark Firestrike are trash. I also and getting FPS spikes in Black Ops 3 on max settings with this R9, ranging from 70 fps to 120 fps. Is it a power issue? I've read up a bit on throttling but i don't completely grasp it. Maybe my CPU isn't compatible for the level of gaming i'm trying to achieve. I'm just at a loss at this point, maybe my expectations are a bit high for this rig?. I'm somewhat new to pc building/tweaking, especially jumping on forums and attempting to troubleshoot, so please excuse any formalities I miss.

The 3DMark Physics score is a benchmark mark for your CPU, how low is it?

CPU throttling, or even GPU throttling is where the processor slows it self down so it uses less power, therefore creating less heat. It does it itself when it starts to get too hot. When you run Firestrike what are your CPU and GPU temperatures? You can find them in MSI Afterburner: http://gaming.msi.com/features/afterburner If you don't already have a program for it!

@ filippi, yea ive heard horror stories about that PSU, but do you think its at the root of my problems? And what do you think for another FM2+ socket processor that would be better?

4470 is about right for your A10, isnt a particularly high score, so that is probably why the FPS is lower than you want. But the spikes could be a few things, as mentioned above, it could be your PSU, or it could be Throttling etc.

Can you record your Computers temperatures when benchmarking and post the results.

I didn't mean to mark that as a solution I apologize. I dont think that throttling is the issue as my temps are nice and low. Basically what I'm getting from this thread is I need a better processor?

Do you recommend any fm2+ socket processors? That way I could avoid buying a new motherboard lol
