when i turn my desktop on the led flashes and the computer doesnt work

So heres the deal, i built my desktop with the following specs:

Mobo: Asrock b85m hds.
Proc : Intel i5 4690 Hasswell 3.5ghz
VGA: Asus GTX960 2gb Turbo OC
RAM: 1 x corsair vengeance 8gb
power supply : Corsair cx430
case : Sharkoon t9
HD: Seagate 7200rpm 64 mb 1tb

The issue is that whenever i try to turn on the desktop the led flashes once and not even the fans turn on. I built it based on TomsHardware guides and guides from my country asswell (Brazil). Besides that, whenever i turn my power supply on, a light on my VGA indicates that there is energy flowing through it so i guess the problem isnt on my power supply, i also tried to turn it on without the VGA, and tried to turn on the power supply with the vga out of the motherboard, and the Indicator didnt light up.

Hope you guys can help me, sorry for any english mistake, as i said, i'm from Brazil.

Just because lights are on, does not mean the PSU is good - unfortunately, it's not that simple.

The CX line from Corsair is not very good, so I'd recommend replacing it for something better regardless.

If you're getting no fans spinning, have you connected the CPU fan to the CPU_Fan header on your motherboard? Without that, some/most systems are smart enough to not to try to boot.

The B85M chipset may need a BIOS update to support the Haswell Refresh 4690.

Another option, try to power on your new rig without the GPU installed. Use the onboard graphics of the i5. See if anything different happens there.
